This landmark agreement guarantees the autonomy and independence of the Romanian Orthodox Diocese of Italy in its internal organization, while also upholding the principles of religious freedom enshrined in the Italian Constitution. A key provision grants civil recognition to marriages officiated by priests of the diocese, provided they are Italian citizens and the marriages are also registered with civil authorities.
The agreement also addresses religious education, granting the diocese the right to offer religious instruction outside of school hours at the request of students, families, or educational institutions. This provision aims to support the preservation of Orthodox traditions and faith within the Romanian communities across Italy.
Furthermore, the agreement recognizes the legal status of entities associated with the diocese, including those involved in educational, assistance, or charitable activities. Crucially, the diocese will now be eligible to receive funding through the “eight per thousand” (otto per mille) tax allocation, a system that allows taxpayers to designate a portion of their taxes to religious or social organizations. This funding will support the diocese’s religious, educational, and social initiatives.
The recognition process has been a long journey, beginning in 2013 and experiencing delays due to Italy’s political landscape. Negotiations resumed in 2016, finally culminating in the signing of this agreement. Since its establishment in 2008, the Romanian Orthodox Diocese of Italy has grown to encompass 478 pastoral-missionary units, including 285 parishes, demonstrating the significant presence of the Romanian Orthodox community in Italy.
