REGULATIONS ON VICARIATE OF THE KYIV DIOCESE
UKRAINIAN ORTHODOX CHURCH
I. General Provisions
1. The vicariate is the church administrative territorial unit formed of deaneries and are a part of the Diocese of Kyiv of the Ukrainian Orthodox Church.
2. The vicariates of the Diocese of Kyiv of the Ukrainian Orthodox Church include parishes and deaneries and parishes of the Diocese of Kyiv by the decision of the Holy Synod of the Ukrainian Orthodox Church of 23 December 2010 (Journal number 49).
3. The vicariates of the Diocese of Kyiv of the Ukrainian Orthodox Church function on the basis of the Statute of the Ukrainian Orthodox Church.
4. The highest body of church authority and governance of the vicariates of the Diocese of Kyiv of the Ukrainian Orthodox Church is the Diocesan Council of the Diocese of Kyiv of the Ukrainian Orthodox Church chaired by Metropolitan of Kyiv and All Ukraine.
II. Vicar Bishop
1. The scope of authority of the Vicar Bishop is determined by the ruling bishop of the Diocese of Kyiv of the Ukrainian Orthodox Church Metropolitan of Kyiv and All Ukraine.
2.The name of the Vicar Bishop is remembered during worship in all the churches in the territory of the Vicariate after the name of Metropolitan of Kyiv and All Ukraine.
3. The Vicar Bishop: ruling bishop of the Diocese of Kyiv of the Ukrainian Orthodox Church;
a) visits parishes of the vicariate and performs worship services;
b) supervises the activities of deaneries and parishes;
c) presents for approval of the ruling bishop of the Diocese of Kyiv the personnel issues (appointment, and transfer of clergymen) and administrative issues (opening of parishes);
d) on the blessing of the ruling bishop of the Diocese of Kyiv issues temporary assignments for temporary service at the parishes with obligatory registration at the office of the Kyiv Metropolis;
e) submits requests to the ruling bishop of the Kyiv Diocese on conferment of the church orders and distinctions on clergymen and laymen of the vicariate;
f) grants vacations and blesses pilgrimage for the clergymen of the vicariate for the term not longer than 10 days.
g) resolves misunderstandings arising at the parishes;
h) reviews complaints;
i) in case of violation of the church discipline reports to the ruling bishop of the Kyiv Diocese to define the measure of punishment.
j) responsible for the timely payment of contributions and costs by the diocese for the construction of Holy Resurrection Cathedral, subscription for the “Pravoslavna Tserkovna Hazeta”.
4. Vicar Bishop has the right to live in the vicariate, keep records of its own office and be provided with sustenation.
5. The duties of the Vicar Bishop include submitting annual report on the life of the vicariate and its activities to the ruling bishop of the Diocese of Kyiv in the prescribed form.
